I have the honour to transmit for your con-
-sideration the enclosed copies of 2 Petitions, one from the
Inspectors and the other from the Full Sergeants (usually called
Crown Sergeants because they wear a Crow on their arm to dis-
-tinguish their rank) Lance Sergeants and Constables of the Hong- -kong Police Force praying for increases in their emoluments and pensions and for improvements in their accommodation and in other
directions, together with a careful criticism thereon prepared by the Captain Superintendent of Police.

I admit that the accommodation at the Central
Police Station is in many respects unsatisfactory and you have already sanctioned very large expenditure for the extension of the
barracks which will effect very great improvements.
3.
I also admit that the accommodation at the Fire
Brigade Station is antequated and as soon as the extension of tha
Central Police Station is well in hand I propose to address you on
the subject of building a new Fire Station.
4.
Having regard to (a) the extra allowances
which members of the Police Force can earn; (b) the privilege of
free quarters, fuel, light and water, which latter item must not be lost sight of; (c) the enhanced privileges in the matter of passages by which they are allowed 4 full passages as compared with only 2 full passages for Sanitary Inspectors, Overseers and others
